After a trip through Scraps is taken. I decided on a off-set look. The Idea is to compliment the Busts. Not to overwhelm them.
The top is cut out on the Bandsaw.
After marking the centers for the Pedestals. Two 2 1/8" holes are bored using a Forstner Bit.
The front and side edges are rough sanded with the Spidal and Belt Sanders before Cutting out a Rabbet edge in the Pedestal holes on the Router Table.

Since part of the clothing drapes over the pedestal a smaller Bearing is installed on the Router Bit to enlarge the diameter of the Rabit.

A Bracket is roughed out and sanded. Then a Keyway is Cut with a Router and home made Jig for mounting to a Wall.

The Bracket is attached before Primer and Paint.

ENJOY !!
